CMA was formed in 2013 by recruiting top professionals in the industry to come together specifically to help manage and implement a major campus expansion program at Liberty University. Liberty University is the largest private, nonprofit university in the nation, the largest university in Virginia, and the largest Christian university in the world. Nestled in the Blue Ridge Mountains on more than 7,000 beautiful acres in Lynchburg, VA, Liberty has outgrown its current campus and needs to expand. Liberty University has selected CMA as the constructor for their major campus expansion program. CMA and Liberty University have entered into a long-term agreement to assist with preconstruction services and act as the constructor for all projects on campus.



Bobby Moon


Bobby comes to CMA as president with over 28 years of construction experience in a wide range of fields. He joins CMA after a long career at CSE Inc. holding the title of Chief Operating Officer for the last 14 of them. Under Bobby’s tenure, CSE grew to become one of the nation’s top 15 largest steel erection companies. Bobby understands what it takes to be successful in business and succeed in the construction industry. Based on his experience and his reputation in the industry, Bobby has assembled an “all-star” construction team at CMA all focused on the development of Liberty University‘s major campus expansion. Bobby’s project resume includes some of the most prestigious jobs in the Mid-Atlantic region. A sample of these would include:

Lane Stadium at Virginia Tech, Scott Stadium at University of Virginia, Emily Couric Cancer Center at University of Virginia, University of North Carolina School of Dentistry, Thomas Road Baptist Church in Lynchburg, Jerry Falwell Library at Liberty University, Short Pump Town Center in Richmond VA, North Hills Mall in Raleigh NC, and countless other projects in the region.




Phil Kirby
Director of Operations

Phil has worked with Bobby for over 20 years in many different roles. Bobby recruited Phil in the position of Vice President with a direct focus on operations for the projects at CMA. Phil has had great success in growing a company before. In 1999 Phil joined a major mid-west based general contractor to manage their Virginia operations as Vice President. Phil was directly responsible for the growth of this division from start-up to over $100M annual operation by managing and acquiring construction management projects. In 2007 Phil was promoted to Senior Vice President to include the oversight of their entire Eastern Region which included operations in eastern Pennsylvania, Maryland and Virginia. Phil was directly responsible for growing the operation to an annual construction volume of between $200M to $400M along with expanding operations into North Carolina. The division Phil managed was profitable for entire tenure. In 2011 Phil was named to the Company Board to create strategy for the company’s national operations in additional to regional responsibilities.

David Stevens
Chief Financial Officer

David Stevens joined Construction Management Associates with a broad range of financial management experience from a small entrepreneurial construction company to large multinational corporations. David has held various positions, including Credit Management, Financial Analysis, Strategic Planning, and Controller roles. With financial responsibility to manage over $700M in yearly volume, David has led finance organizations to implement varying performance improvement initiatives that have resulted in significant cash and profitability improvements. David Stevens is a graduate of Virginia Tech, holding Bachelor of Science degrees in both Finance and Building Construction.
